Olivia Clark
Olivia Clark has been the Executive Director of Public Affairs for TriMet since October 2011. As the Executive Director, she oversees the departments of Customer Information Services, Planning and Policy, Communications and Government Affairs.
In her tenure at TriMet, Clark has led successful efforts to obtain state authority to increase the TriMet payroll tax for new projects and service, insure that Transit projects were eligible for the state “Connect Oregon” program, obtain $250 million in state lottery funds for the Portland to Milwaukie Light Rail line as well as obtain federal New Starts funds for the Washington County Commuter Rail, Interstate Max, and the I205/Portland Mall Max lines.
Before coming to the TriMet Clark was Governor John Kitzhaber’s Legislative and Intergovernmental Relations Director. As the Governor’s Legislative Director, she established and maintained communication between the Governor’s office and the state legislative assembly. As Intergovernmental Relations Director, she advised the Governor on issues of governance at the state and local level and is the primary liaison to Oregon’s local governments. She also served as the Governor’s Advisor on tax policy, telecommunications and the arts.
Before working for the Governor she was the Assistant to the Director of the Oregon Department of Environmental Quality. She also served as the Intergovernmental Relations Director in the Mayor’s office in Oregon’s Capitol City of Salem. Served twelve years on the Board of the Rural Community Assistance Corporation, a rural development corporation operating in 14 western states. Clark began her professional career in rural community development with a focus on affordable housing. She was the Director of the Oregon Rural Housing Coalition and helped to form CASA, a non-profit corporation dedicated to developing farm worker housing.
Clark holds a Masters Degree in Sociology from the University of Oregon and a Bachelor’s Degree from the University of Redlands, California. She also holds a degree from the Universite de Montpellier, France.
